The war on city parking just got serious

UCLA Urban Planning researchers Donald Shoup and Michael Manville warn against free parking and increased investment in parking structures. According to Shoup and Manville, lower parking costs incentivize driving and tend to place an undue burden on those who don’t want or can’t afford a car by passing that cost on to them.
