UCLA’s Donald Shoup makes case for congestion pricing in Los Angeles

Donald Shoup (distinguished research professor of urban planning at the UCLA Luskin School of Public Affairs) authored a piece in Bloomberg CityLab about an upcoming Los Angeles County Metropolitan Transportation Authority pilot program and the potential value of congestion pricing.

As part of preparations for the 2028 Olympics, the HOV-5 program will offer toll-exempt travel beginning in 2021 in ExpressLanes for automobiles with five or more passengers. It will give toll discounts to smaller carpools.

With proper pricing on the ExpressLanes, buses will be able to deliver reliable rapid transit across the county, which would especially benefit the 92% of Los Angeles bus riders who are people of color, Shoup writes.
